Everything downstream gets rebuilt by hand from that document, every library, every cost model, every bill. UtiliPub™ threads one structured record through the whole chain instead. A rate plan is authored once as URPX, then flows through publishing, distribution, and every surface that uses it, with no one re-keying a price along the way. That is what we mean by born-digital rate plans: data that is machine-readable from the start, not scraped out of a PDF after the fact.
